Pepper Spray for Your Police Department

Adds a proper pepper spray to your PD loadout instead of relying on stun guns or reskinned tasers. It ships as an addon weapon (weapon_pepperspray) that behaves like any other weapon in the game, and when a hit lands on another player the script applies a configurable paralysis effect for a configurable duration.
