Pepper Spray for Your Police Department

Gives your PD a proper pepper spray instead of a reskinned taser or another stun gun. It ships as the addon weapon weapon_pepperspray and behaves like any other in-game weapon. When a hit lands on another player, the script applies a configurable paralysis effect for a configurable duration.
